The Community Initiative Programme (the framework document setting up the objectives and priorities of the INTERREG IIIB NWE Programme, prepared by representatives of the different Member States), includes an analysis of the Strengths, Weaknesses, Opportunities and Threats relative to the North-West Europe area. On the basis of this analysis, five fields of priority for transnational project activities were identified.  Project ideas must fall within the scope of these Priorities and Measures. These strategic themes are shared by all regions and are closely interwoven.  Actions to address one theme are likely to have an impact on the others.
